My telegram of 28th October and your telegram of 12th November. May British ships accept for non-enemy ports cargo transhipped in neutral ports from enemy ships if originally shipped from territory of enemy prior to outbreak of war and if money was advanced on such cargo at the time of shipment by British banks or other financial houses which accordingly hold the bills and ship- ping documents irrespective of whether the actual property in the goods has or has not passed to persons with innocent trade domicile. It is understood that conditions laid down in your telegram of 12th November should be fulfilled. Important British
